                        At the close of hearing on August 26, 2004, the parties agreed to submit post-hearing briefs and a joint issues matrix by September 30, 2004. On September 30, 2004, the parties submitted a Stipulation in which they agreed to submit the briefs and issues matrix by October 8, 2004. Based on the Stipulation and for good cause appearing, the deadline for submission of post-hearing briefs and issues matrix is hereby changed to October 8, 2004.
