Pursuant to the Commission’s February 11, 2005 Notice Of Scheduling Conference, a scheduling conference was held in this matter on February 18, 2005. The parties agreed that the Commission should adopt the following schedule.
Therefore, based upon the foregoing and being fully advised, the Commission makes the following order regarding the schedule in this docket:

2. Due to the fact that there are common issues to be resolved in the above-captioned proceedings and that resolution of the issues in one of the above-captioned proceedings docket would affect issues in the other docket, the Commission hereby consolidates the above referenced dockets.
3. The parties shall, if possible, serve all filings and discovery by electronic mail. If any party does not have an electronic mail address or is unable to send documents by electronic mail, service shall, if possible, be by facsimile. If a party has neither an electronic mail address nor a facsimile number or a party is unable to serve documents by electronic mail or facsimile, documents shall be served by hand delivery or overnight courier at the discretion of the serving party. It is understood that attachments or exhibits that are not available electronically and which are too bulky to be served by facsimile will be either hand-delivered or sent by overnight courier to parties who would otherwise be entitled to receive service of them by electronic mail or facsimile.
4.
